The Park Royal T1, T2 & T3 Car Park Upgrade reconfigures the T123 car park at Melbourne Airport, delivered by CPB Contractors for Australia Pacific Airports Melbourne (APAM) as part of the Naarm Way Stage 2 program. The project includes construction of a new 18-metre-wide pedestrian bridge and gateway connecting the T123 car park directly to the terminals. Works also include forecourt reconfiguration and a new vertical transport hub to improve passenger movement between the car park and Terminal 2. The upgraded car park will support new dedicated pick-up and drop-off zones connected directly to the Tullamarine Freeway, due for completion in late 2026.

Key aspects of the project include:

  • Reconfiguration of the T123 car park at Melbourne Airport

The TSB1 and TSB2 Upgrade delivered new checked baggage screening facilities for Terminal 3 and Terminal 4 at Melbourne Airport, for client Australia Pacific Airports Melbourne (APAM). The design and construct project involved installing multiple CT scanning units and associated conveyor belts, services and infrastructure to meet updated aviation security standards. Works included construction of new elevated mezzanines over the live, operational baggage systems serving Virgin Australia at T3 and Jetstar at T4. The two upgrades were delivered concurrently, involving more than 65 tonnes of structural steel and six CT scanning machines installed across the two terminals.

Key aspects of the project include:

  • New CT scanning units and baggage conveyor infrastructure across T3 and T4
  • New elevated mezzanines built over live, operational baggage systems
  • More than 65 tonnes of structural steel installed across both terminals
  • Six CT scanning machines commissioned across the two upgrades

Naarm Way is a new elevated road system connecting the Tullamarine Freeway directly to Melbourne Airport, delivered for Australia Pacific Airports Melbourne (APAM). Stage 1 opened in July 2023, providing a dedicated $70 million link from the Tullamarine Freeway to the Terminal 4 Transport Hub, bypassing existing roundabouts and traffic lights. Stage 2 extends the elevated road network to provide a direct connection from the Tullamarine Freeway to new pick-up and drop-off zones at the T123 car park. The project also includes a new pedestrian bridge providing direct passenger access from the T123 parking structure to Terminal Two.

Key aspects of the project include:

  • New elevated road connecting the Tullamarine Freeway directly to Melbourne Airport
  • $70 million Stage 1 link to the Terminal 4 Transport Hub, opened July 2023
  • Stage 2 connection to new pick-up and drop-off zones at the T123 car park

The Eastern Freeway Upgrade – Tram to Springvale is being delivered by the Tram to Springvale Alliance (ETSA) as part of Victoria’s North East Link program. The project upgrades 4.5 kilometres of the Eastern Freeway, adding three new freeway lanes between Middleborough Road and Springvale Road. Works include upgraded entry ramps at Springvale Road, Surrey Road and Wetherby Road, along with new traffic management technology to improve safety and traffic flow. The upgrade also delivers a new pedestrian overpass at Eram Park, 1.6 kilometres of improved walking and cycling connections, and revitalisation of the Koonung Creek Linear Park.

Key aspects of the project include:

  • Three new freeway lanes between Middleborough Road and Springvale Road
  • Upgraded entry ramps at Springvale Road, Surrey Road and Wetherby Road
  • New pedestrian overpass at Eram Park and 1.6 kilometres of shared path upgrades
  • Revitalisation of open space along the Koonung Creek Linear Park

The Eastern Freeway Upgrade – Burke to Tram is being delivered by the Eastern Freeway Burke to Tram Alliance (EBTA) as part of Victoria’s North East Link program. The project delivers six additional freeway lanes between Burke Road and Tram Road, including express through lanes and collector-distributor carriageways. Works include a major new interchange at Bulleen connecting the Eastern Freeway to the North East Link tunnels, along with the first seven kilometres of the Eastern Busway. The upgrade also delivers around 12 kilometres of new and upgraded walking and cycling connections, together with new noise walls and intelligent transport systems.

Key aspects of the project include:

  • Six additional freeway lanes between Burke Road and Tram Road
  • New Bulleen interchange connecting to the North East Link tunnels
  • First 7 kilometres of the Eastern Busway
  • Around 12 kilometres of new and upgraded walking and cycling connections
